The TKI Wind op Zee program is made up of themes and program lines that are focused on the development of technology, cooperation on the North Sea and integration in the energy system, including large-scale energy storage and conversion.
The following themes are specified:
- Cost Reduction and Optimisation. This theme covers topics such as support structures, wind turbines and wind farms, internal electrical network and grid connection, transport, installation and logistics and operation and maintenance.
- Integration in the Energy System. This theme covers large scale smart transmission systems, the offshore grid, and offshore energy conversion and storage.
- Offshore Wind and the Environment. This theme covers topics such as integrated spatial planning of offshore wind farms and improvement of ecological value of offshore wind farms.
The program is supported by several grants and subsidy initiatives.

The government stimulates activities which fall within the TKI Offshore Wind innovation program by means of subsidies. There are different sort of subsidies available for various types of research, applicants and themes.

As represented above, there are five types of subsidy instruments which fall directly within the TKI Offshore Wind innovation program. Below you will find descriptions of four of these subsidy instruments, together with the PPP Program Allowance which can be widely used.
|Offshore Wind R&D projects ('Wind op Zee R&D projecten')||For projects focusing on research and development within the themes: “Cost Reduction and Optimisation” and “Offshore Wind and the Environment”, with the goal to reduce the long-term cost of offshore wind energy. Only Industrial Research (no Experimental Development or Demonstration) is possible with this instrument.|
|PPP Program Allowance ('PPS-programmatoeslag')||Subsidy instrument focused on collaboration projects and available for different subjects and TRL levels.|
|Renewable Energy Scheme ('Hernieuwbare Energie regeling')||Projects that aim to achieve offshore wind energy cost reductions according to the terms of the Energy Agreement (2030) are supported by the Renewable Energy Scheme.|
|System Integration in the North Sea ('Systeemintegratie op de Noordzee')||Scheme aimed at creating flexibility in the energy system. This can be achieved with e.g. offshore energy storage or conversion. Other options are large scale offshore grid development and optimization of the supply-demand chain.|
|Topsector Energy studies ('Topsector energiestudies')||This supports preliminary investigations and feasibility studies related to the energy transition. For offshore wind it applies to all theme’s within the TKI Wind op Zee program.|
Other subsidy instruments which could also be of interest are:
|Demonstration Projects Energy Innovation ('DEI-regeling demonstratieprojecten')||Topsector Energy scheme for projects in which innovative technologies are used that conserve energy or generate renewable energy. Financing for demonstrations (investment projects) of products, processes and/or services is available through the DEI scheme.|
|Innovation Brokers ('Innovatiemakelaars')||Do you, as a starting- or SME entrepreneur, need support of an ‘innovation broker’?|
|MIT-Scheme ('MIT-regeling')||Advisory projects, feasibility projects, R&D cooperation projects, knowledge vouchers, TKI-Innovation brokers and network activities for SMEs.|
Power System Integration & Big Data ('Energiesysteemintegratie & big data')
|For scientists and public/private parties who apply for funding together, for innovative research in the field of energy system integration and big data.|
|Subsidy Socially-Responsible Innovative Energy ('Subsidie Maatschappelijk Verantwoord Innoveren Energie')||Scheme, along with TKI Gas, aimed at creating added value through cooperation between offshore wind farms and gas (and oil) activities in the North Sea.|

Horizon 2020 has been running since 1 January 2014 and is the successor of the Zevende Kaderprogramma (seventh framework program )(FP7) (Dutch).
