The PPP Innovation Scheme will replace the PPP Programme Allowance Scheme from 1 January 2024. The PPP Innovation Scheme is designed to encourage public-private cooperation projects within the missions of Energy InnovationNL.
PPP projects must be implemented within six years. The maximum subsidy for Fundamental Research (FO) and Non-Economic Activities (NEA) is 80%. For Industrial Research (IO), the maximum grant is 50%, and for Experimental Research (EO) 25%.
On top of these percentages, a mark-up can be given for collaboration, 10% for IO and 15% for EO. We choose not to use this mark-up as standard, but to encourage specific cooperation, such as the participation of SMEs.
Point for contact PPP Innovation: our TKI's
As a company or research institution, your point of contact for PPP Innovation is the TKI. The TKI takes care of coordination with RVO on the projects funded with PPP Innovation and any changes in, for example, duration or participants within a project.
You can contact the TKIs for questions about the content portfolio, for example whether certain topics are appropriate. You can also ask questions here about the PPP Innovation and if you want to know whether this applies to your consortium.
- TKI Offshore Energy: Mission A. A completely CO2-free electricity system; renewable electricity at sea (incl. integration in the energy system and in the environment.
- TKI Urban Energy: Mission B. A CO2-free built environment; renewable electricity on land (incl. integration in the energy system and in the environment), energy innovation, sustainable heating & cooling, electrification of the built environment, smart energy services. - TKI Energy and Industry: Mission C. Raw materials, products and processes in industry net climate neutral, Mission CE. Circular economy: closure of industrial cycles, CO2-free industrial heat system, electrification and radically innovative industrial processes.
- TKI Hydrogen: overarching themes of hydrogen, green gas, geo-energy and CCS.
- TKI Biobased Energy: Mission E. The system of agriculture and nature net climate neutral.
What are your options for submitting project proposals?
There are several options for project proposals:
- Within a specific innovation programme.
- Following a call on a specific topic.
- Based on certain agreements with your organisation for the use of PPP funding.

Subsidy rates: depending on research category
The subsidy rates used in projects depend on the category of research being carried out. Energy InnovationNL uses the following maximum subsidy percentages:
- Fundamental Research 80%
- Industrial Research 50%
- Experimental Research 25%
- Non-economic activities of research organisations 80%.

Within specific calls or on specific themes, it may be chosen to apply different subsidy percentages or a maximum grant amount at project level.
